Sam Houston Area Council
The Sam Houston Area Council (SHAC) is the local administrative body of BSA that organizes and oversees the Houston area. It is the largest of over 300 Boy Scout Councils in the U. S. With the help of more than 32,000 volunteer leaders and administrators, SHAC serves 163,000 youth in Harris and 16 surrounding counties. The Council headquarters is located at 2225 North Loop West (I-610 at T. C. Jester). Satellite service centers are located in Clear Lake, Stafford, in the FM 1960 area and at Camp Strake, near Conroe.

Golden Arrow District
Pack 688 is part of a subdivision of the area council known as the Golden Arrow District (GAD). There are approximately 30 other districts within SHAC. The Golden Arrow District provides direct support to Pack 688 in the form of leader training, organized day camps, monthly roundtable meetings, and two professional administrators: a District Executive and a District Commissioner.

Charter Organization
Bethany United Methodist Church has a charter from the Boy Scouts of America to conduct official BSA Scouting programs. The Charter Organization "owns" the Pack and has a vote on the Council. Bethany annually renewed its Pack charter with the Boy Scouts of America for 45 years (since 12/1/1958). Bethany provides space for the Pack to meet and appoints Pack Leaders and a Charter Organization Representative (COR) to serve as liaison between the Pack Committee and the Church, and agrees to conduct the Scouting program within the guidelines of set forth by the Boy Scouts of America.
